Project Overview

Florida's FDOT District 7 transportation improvement program represented a $346 million investment in regional infrastructure across Citrus, Hillsborough, and Pasco counties. Spanning fiscal years 2027 through 2031, the program encompassed environmental review, preliminary engineering, right-of-way acquisition, railroad and utility coordination, and construction across multiple project phases. The client pursued this competitive opportunity and needed a pursuit partner capable of translating a complex, multi-phase program into a single cohesive story. PRESWERX was engaged to develop the written proposal, build the selection presentation, and coach the client's team ahead of the selection process.

Client Challenges

The client faced the challenge of communicating a large, technically complex program as a focused and competitive submission: 

  • The $346 million program spanned multiple counties, fiscal years, and project phases, making it difficult to present as a unified pursuit. 

  • The diverse scope, covering environmental, engineering, right-of-way, and construction components, needed to feel organized and purposeful to evaluators. 

  • The client's team required structured preparation to perform confidently in a live selection environment. 

Bringing those elements together into a cohesive, persuasive package required both strategic thinking and precise execution.

Scope of Work

PRESWERX produced the complete pursuit package for the District 7 transportation program. The team developed a written proposal that organized the program's multiphase scope into a logical, evaluator-friendly structure, presenting each component phase alongside the client's relevant capabilities and regional experience. PRESWERX then built a selection presentation that distilled the program's complexity into a confident, cohesive narrative aligned with District 7's stated priorities. Finally, PRESWERX led presentation coaching sessions to sharpen the client team's delivery, message discipline, and response strategy. Each deliverable was designed to build on the last, moving from the written page to the room with a consistent story

PRESWERX Approach

  • Coached the team on delivery and question response, aligning live performance with the strength of the written submission. 

The final package presented a complex program as a single, cohesive, well-led story.
