Project Overview

The Florida Department of Agriculture and Consumer Services 2024 pursuit was a continuing contract opportunity for construction management services in the Central Florida region, covering projects valued at $4,000,000 or less. The procuring agency was the State of Florida Department of Management Services Division of Real Estate Development and Management. This type of continuing services contract required the client to demonstrate broad capability, regional presence, and a track record of managing diverse public-sector projects at a range of scales. To support the pursuit, the client engaged PRESWERX to produce the full written proposal.

Client Challenges

The client needed to make a compelling case for a broad continuing contract through a competitive state-level procurement process:

  • Presenting a diverse portfolio of construction management experience in a format that addressed the state agency's evaluation criteria clearly and completely.

  • Communicating the team's capacity to handle a wide range of project types and values under a single continuing contract structure.

  • Differentiating the client's regional presence and depth of Central Florida experience from competing firms pursuing the same contract.

Together, these challenges required a proposal that was organized, thorough, and clearly positioned the client as a qualified partner for the state.
