Project Overview

The City of Coral Springs initiated a significant infrastructure modernization effort, replacing its aging lime softening water treatment plant with a new membrane water treatment facility valued at $20.2 million. The project positioned the City to proactively address emerging contaminant concerns, including PFAS, well ahead of regulatory pressure. Hazen and Sawyer engaged PRESWERX to support the pursuit with a full suite of services, including proposal development, presentation design, presentation coaching, custom renderings, and animations.

Client Challenges

Competing for a technically complex municipal water infrastructure project required the client to communicate both engineering depth and long-term vision to evaluators:

  • Translating a highly technical membrane treatment scope into a compelling, owner-focused narrative for a municipal evaluation panel

  • Visualizing the completed facility in a way that conveyed quality and long-term value before construction began

  • Differentiating the team in a competitive procurement process for a high-priority public works project

  • Preparing the team for a high-stakes oral selection presentation with a consistent, confident story across all speakers

Together, these challenges demanded a pursuit strategy that combined strong written content, polished visuals, and a rehearsed, unified presentation.

Scope of Work

PRESWERX delivered a comprehensive pursuit package for the Coral Springs Membrane Water Treatment Plant pursuit. The scope included a fully written and formatted proposal tailored to the City's evaluation criteria and the technical demands of a membrane treatment facility replacement. PRESWERX developed a custom presentation designed to guide evaluators through the project approach and team qualifications in a clear, visually engaging format. Architectural renderings and animations were produced to illustrate the completed facility, giving the client a powerful tool for conveying design intent and project scale. Presentation coaching sessions prepared the team for the oral selection phase, with a focus on consistent messaging and confident delivery.

PRESWERX Approach

PRESWERX approached this pursuit as an embedded strategic partner, aligning each deliverable to the evaluator framework and the City's stated priorities around infrastructure modernization and contaminant readiness.

  • Developed a proposal narrative that framed the membrane plant investment in terms of the City's long-term water quality goals, with particular emphasis on proactive PFAS preparedness

  • Produced renderings and animations that gave evaluators a concrete visual understanding of the future facility, reinforcing confidence in the design and the team's capabilities

  • Conducted structured presentation coaching to align team members on key messages, sharpen delivery, and ensure the oral presentation reflected the same story told in the written proposal

The result was a fully integrated pursuit package where every element reinforced the client's qualifications and readiness to deliver a facility built for both present needs and future challenges.

Results Delivered

PRESWERX delivered a complete pursuit package held to the standard of a major public infrastructure procurement, giving the client a polished, professional presence at every stage of the selection process.

  • A fully developed proposal that communicated the technical scope, team qualifications, and long-term value of the membrane treatment approach in clear, evaluator-focused language

  • Custom renderings and animations that brought the facility to life visually, enabling evaluators to see the project before a single shovel hit the ground

  • A coached, presentation-ready team aligned on messaging and confident in delivery heading into the oral selection phase

The client entered the final selection stage with a cohesive pursuit strategy, a compelling visual story, and a team fully prepared to make the case for why this project belonged in their hands.
