Project Overview
The City of Coral Springs initiated a significant infrastructure modernization effort, replacing its aging lime softening water treatment plant with a new membrane water treatment facility valued at $20.2 million. The project positioned the City to proactively address emerging contaminant concerns, including PFAS, well ahead of regulatory pressure. Hazen and Sawyer engaged PRESWERX to support the pursuit with a full suite of services, including proposal development, presentation design, presentation coaching, custom renderings, and animations.

Client Challenges
Competing for a technically complex municipal water infrastructure project required the client to communicate both engineering depth and long-term vision to evaluators:
Translating a highly technical membrane treatment scope into a compelling, owner-focused narrative for a municipal evaluation panel
Visualizing the completed facility in a way that conveyed quality and long-term value before construction began
Differentiating the team in a competitive procurement process for a high-priority public works project
Preparing the team for a high-stakes oral selection presentation with a consistent, confident story across all speakers

Scope of Work
PRESWERX delivered a comprehensive pursuit package for the Coral Springs Membrane Water Treatment Plant pursuit. The scope included a fully written and formatted proposal tailored to the City's evaluation criteria and the technical demands of a membrane treatment facility replacement. PRESWERX developed a custom presentation designed to guide evaluators through the project approach and team qualifications in a clear, visually engaging format. Architectural renderings and animations were produced to illustrate the completed facility, giving the client a powerful tool for conveying design intent and project scale. Presentation coaching sessions prepared the team for the oral selection phase, with a focus on consistent messaging and confident delivery.
