Project Overview
The Celina Government Center and Parking Garage was a civic development project commissioned by the City of Celina, Texas, as part of a broader initiative to revitalize the city's downtown core and expand municipal infrastructure. The project centered on a four-story, approximately 400-space parking structure with a masonry exterior designed to reflect the historic character of the surrounding district. Valued at approximately $19 million, the project required a construction partner capable of delivering both technical precision and contextual design sensitivity. The client pursued the work and engaged PRESWERX to produce the visual and written pursuit content that would carry the team's capabilities into the selection process.

Client Challenges
The client needed to present a technically complex civic project to a non-technical owner within a competitive selection environment:
Translating a multi-story parking structure into visuals that city stakeholders could evaluate with confidence
Differentiating the team within a field of experienced construction firms pursuing a high-visibility public project
Aligning proposal content and imagery with the City's emphasis on contextual design and historic district compatibility
Producing polished, presentation-ready materials within a tight pursuit timeline
Together, these challenges required a pursuit strategy that paired strong visual storytelling with precise, owner-focused messaging.

Scope of Work
PRESWERX produced a comprehensive pursuit package for the Celina Government Center and Parking Garage, encompassing a fully designed proposal document, architectural renderings, and project animations. The renderings depicted the four-story parking structure in context with the surrounding downtown streetscape, capturing the masonry exterior and massing in a way that aligned with the City's design expectations. The animations brought the structure to life, helping city decision-makers visualize the finished facility within Celina's growing civic core. All deliverables were developed to support the client's pursuit narrative and reinforce the team's qualifications for a project of significant public importance.

PRESWERX Approach
PRESWERX framed the Celina pursuit as a visual and narrative storytelling challenge, centered on the City's need to see quality, contextual sensitivity, and team confidence in equal measure:
Developed proposal content that positioned the client's relevant experience around civic projects and community-centered construction values
Produced contextual renderings that showed the parking structure's masonry exterior in harmony with downtown Celina's historic architectural character
Animated the project to give city evaluators a walk-through quality view of the completed facility before a single shovel hit the ground
The result was a cohesive pursuit package that gave the client's team a polished, well-organized story to carry into the selection process.
Results Delivered
PRESWERX delivered a complete, presentation-ready pursuit package calibrated to the expectations of a competitive public agency selection:
The proposal document gave the client a structured, persuasive narrative that communicated team qualifications, project approach, and alignment with the City's downtown revitalization vision
The architectural renderings provided city stakeholders with clear, accurate visual representations of the finished structure, removing ambiguity about design quality and contextual fit
The animations delivered a dynamic, accessible perspective on the project that brought the facility to life for non-technical decision-makers
The client entered the selection process with a visually compelling, thoroughly prepared package that represented the full depth of the team's capabilities.
