Project Overview

Arlington County sought a design-build partner to deliver a comprehensive biosolids upgrade at its water resource recovery facility in Arlington, VA, representing a $175 million investment in infrastructure and environmental performance. The project required a team capable of integrating innovative process design with a community-minded approach, producing Class A biosolids and capturing biogas for beneficial reuse. The design-build partner worked directly alongside County staff and HDR throughout design and construction. The client engaged PRESWERX to develop the full suite of pursuit materials needed to communicate their technical vision and differentiated approach for this competitively procured opportunity.

The client faced a technically demanding procurement requiring clarity, differentiation, and visual storytelling. The challenges were substantial:

  • Translating a complex biosolids treatment scope into a clear, compelling narrative for a public agency review committee with both technical and non-technical evaluators

  • Differentiating the team in a competitive field of qualified design-build firms pursuing a high-profile public infrastructure contract

  • Visually conveying the character and quality of a specialized industrial facility before any design was finalized

  • Preparing team members for a live selection presentation with a unified, rehearsed message delivered with confidence

The client needed a pursuit partner capable of matching the scale and complexity of the project with equally strong communications.

Scope of Work

PRESWERX delivered a full pursuit package for the Arlington Biosolids Upgrade competition. The team produced a comprehensive proposal document that structured the client's technical approach and qualifications into a persuasive submission aligned with Arlington County's evaluation criteria. Custom renderings and animations brought the proposed facility to life, giving evaluators a concrete picture of the design vision before construction began. A pursuit presentation translated those same themes into a compelling live format, and presentation coaching prepared the team to deliver it with precision and consistency. Films rounded out the package, reinforcing the client's commitment to quality, sustainability, and community partnership throughout the project.
